How the admin-driven path works

Criteria come pre-filled from the study's eligibility rows and combine as an AND filter - no scoring. Withdrawn and erased members, anyone who is not contactable, anyone without panel consent on file and anyone already enrolled are excluded automatically. Sending creates one cancellable notification job with one delivery row per member; nothing goes out instantly.
